The Pro-Rector of Studying and Teaching coordinates the processes for establishing and changing study programmes. He is also responsible for quality assurance in the area of study and teaching and thus for surveys, evaluations and accreditations. Other areas of responsibility include teacher training, continuing academic education and university didactics. In dialogue with the other members of the Rectorate and the heads of the faculties and institutions, he develops quality goals for the area of study and teaching. The topics of internationalisation, the attractiveness of the Master's degree programmes and the promotion of student initiatives currently play a prominent role.

A fund has been set up by the Pro-Rector of Studying and Teaching to finance measures to improve teaching and study conditions at the University of Rostock.
Faculties and institutions, as well as individual teachers and students, can submit applications for funding for specific projects.

The "Zukunftsvertrag Studium und Lehre stärken" was concluded for an indefinite period by means of an administrative agreement between the Federal Government and the Länder on 6 June 2019. As the successor programme to the Higher Education Pact, it serves to ensure a high quality of study and teaching across the board and good study conditions across the broad German higher education landscape, as well as to maintain study capacities in Germany in line with demand.
